Import regulations by Belarus customs


Imports:

- E $1,000 (E $1,200 for indivisible goods) and weigh less than 50 kg (80 kg for indivisible goods)
-1 liter of alcohol beverages
-1 liter of beer
-200 cigarettes or 200 grams of tobacco or other tobacco products
-5 jewelery articles
-3 articles of apparel made of natural leather and/or fur;
-1 wrist watch;
-4 used tires.
-US $ 10,000 in equivalent, (declaration required).

Import Fees:

Valued between E1,000 and E10,000 (E1,200 and E12,000 for indivisible goods)
= 30% or at least E$2 per 1 kg.

Goods more than 200 kg and/or the value exceeds E10,000 (250 kg and E12,000 for indivisible goods)= 60%


Special Import Duties (Furniture):

50% or at least E2 per 1 kg for furniture if the customs value is under an equivalent of E10,000 (E12,000 for indivisible goods) inclusive;

100% of the customs value or at least E4 per 1 kg if the customs value is over an equivalent of E10,000 (E12,000 for indivisible goods).


Goods Which Require Permit:


-You need permit of the Interior Ministry of the Republic of Belarus to import military-issue firearms, hunting and sports arms and ammunition, gas spray guns and ammunition, any kind of cold arms, firearms replicas that use dummy charges, special devices and instruments for inflicting bodily injuries or performing paralysing action, gas canisters with irritating, neuroparalytic or poisoning gases;

-You need permit of the Healthcare Ministry of the Republic of Belarus to export and import narcotic and psychotropic substances;

-You need permit of the Emergencies Ministry of the Republic of Belarus to export and import aggressive, radioactive, venomous and poisoning substances;

-You need permit of the Natural Resources and Environmental Protection Ministry of the Republic of Belarus to export and import specimens of wild fauna and flora, which are subject to the Convention on the International Trade in Endangered Species of Wild Fauna and Flora (CITES).

Importing Currency:

A natural person has a right to import Belarusian roubles in the amount not exceeding 500 base amounts without declaring the money in written form.

No limitations are imposed on the amount of foreign currency that can be imported by foreign citizens to the Republic of Belarus.

Less than US $ 10,000 in equivalent, no obligatory declaration in written form is required, except if the person wishes to declare the money and if the money is imported for the purpose of using it as foreign gratuitous assistance.

No limitations are imposed on the amount of money imported to Belarus by means of certificated securities, travelers and bank checks, plastic cashless payment cards, and no obligatory declaration in written form is required.


Determination of the customs value of imported goods
Importer is to determine the customs value himself/herself when filling out a customs declaration. Depending on the circumstances of a trip, to verify the customs value of goods transported by natural persons, the following originals of documents are accepted: agreement (contract); specification; invoice; accepted pro forma invoice; cash-memo; receipt; inventory and etc.

Export regulations by Belarus customs


There are no restrictions in weight, cost and quantity terms for export from the Republic of Belarus.

Goods used for non-commercial purposes, which are banned from export from the Republic of Belarus:

-wild plants used for medical purposes;

-endangered varieties of plants and species of animals inscribed on the Red Book of the Republic of Belarus, their parts or derivatives (except those cultivated or bread by man);

-printed materials or audio, video records, other information carriers containing information which can harm political or economic interests of the Republic of Belarus, its state security, health or citizens morality;

-scrap metal and waste ferrous, non-ferrous and precious metals, including half-finished products;


A natural person has a right to export Belarusian roubles in the amount not exceeding 500 base amounts without declaring the money in written form.

Citizens leaving the customs territory of Belarus are entitled to export foreign currency not exceeding US $ 3,000 in equivalent without declaring
In case the sum of money exported from the country exceeds US $ 3,000 in equivalent, you need to declare the money in written form. To export more than US $ 10,000 in equivalent, you need to have special permits like a document issued by the customs service, which proves you have imported this foreign currency to the customs territory of the Republic of Belarus or that of the Russian Federation, or you need to have a bank permit.

During the period beginning June 1 2007 and ending October 31 2007, one person has a right to export up to 30 kilograms of food from the CIS member states duty-free. During the period beginning November 1 and ending May 31, one person has a right to export up to 5 kilograms of food from the CIS member states duty-free. If exports exceed the afore-mentioned amount but are less than 60 kilograms, the person has to pay customs duties and taxes to the tune of 30% of the cost but no less than ? 2 per 1 kilogram. If exports exceed 60 kilograms, the total of customs duties and taxes is 50% of the cost, but no less than ?3 per 1 kilogram.

From countries other than the CIS member states, one person is entitled to export up to 5 kilograms of food duty-free. If the amount ranges between 5 to 30 kilograms, one person is to pay 30% of the customs value, but no less than ?2 per 1 kilogram in case the amount is exceeded; if the amount exceeds 30 kilogram, one person is to pay 50% of the customs value, but no less than ?3 per 1 kilogram in case the amount is exceeded.

Other Belarus customs information



Immunisation against poliomyelitis and typhoid is sometimes advised.

Other risks: Extensive epidemics of diphtheria were reported in the 1990s and immunisation may be recommended. There may be some risk of tick-borne encephalitis. Long-staying travellers should take precautions against hepatitis A. Certain foods should be avoided, especially dairy produce, mushrooms and fruits of the forest, as they may contain high levels of radiation as a long-term legacy of the Chernobyl disaster. Tap water should be filtered and boiled before drinking.
Rabies is present. For those at high risk, vaccination before arrival should be considered. If you are bitten, seek medical advice without delay. For more information, consult the Health appendix.

Health care: There is a reciprocal health agreement with the UK. Hospital treatment, some dental treatment and some other medical treatment is normally free. Visitors can expect to pay for prescribed medicines. A UK passport must be shown to receive medical treatment. It is advisable to take out adequate health insurance. Foreign visitors are usually required to pay medical insurance starting from 1 (up to 10 days) to &Euro;85 (up to one year). It is also advisable to carry an adequate supply of prescribed medicines which may be unobtainable in Belarus.
